Severe storms, straight-line winds, flooding, landslides, and mudslides have brought devastation to West Virginia since February 15, 2025. To support affected individuals and businesses, the IRS has announced critical tax relief measures, including extended deadlines for tax filings and payments.
Who Qualifies for IRS Tax Relief?
The IRS relief applies to taxpayers in designated disaster areas of West Virginia. If your IRS address is within the affected regions, you automatically qualify for this extension. However, those outside the area who have tax records stored in the affected zones may also be eligible and should contact the IRS for assistance.
New Deadlines for Affected Taxpayers
The new filing and payment deadline for eligible taxpayers is November 3, 2025. This extension applies to:
- Individual income tax returns (normally due April 15, 2025)
- Business tax returns (S-corporations, partnerships, corporations, and fiduciary returns)
- Quarterly estimated tax payments (April 15, June 16, and September 15, 2025)
- Payroll and excise tax returns (April 30, July 31, and October 31, 2025)
- IRA and Health Savings Account (HSA) contributions for the 2024 tax year

Beyond the deadline extensions, the IRS is offering the following relief measures:
✅ Penalty Waivers: The IRS will waive penalties for failing to make payroll and excise tax deposits due between February 15 and March 3, 2025, provided the deposits are made by March 3, 2025.
✅ Disaster Loss Deductions: Taxpayers can claim disaster-related losses on their 2024 or 2025 tax returns. This allows for faster recovery by obtaining potential refunds sooner.
✅ Retirement Plan Relief: Affected taxpayers may qualify for exemptions from the 10% early withdrawal penalty on retirement funds used for storm-related expenses.
How to Claim the Relief?
The IRS relief is automatic for taxpayers with a registered address in the affected areas. If you receive a late-filing or late-payment penalty notice despite being eligible, you can contact the IRS to have it abated. If you are outside the designated area but believe you qualify, reach out to the IRS for assistance.
